Which ChatGPT plans can do this?
ChatGPT Pro, or a Business, Enterprise or Edu workspace where an admin sets it up. Plus and Free plans can't add apps like this today. On those plans, use Claude instead: it works on every plan, including free.
ChatGPT calls this "Developer mode". It only lets you add your own apps; you don't need to be a developer.
